Alata is the city of the water Elims. It is underwater, but despite this there is no water within the city. A large bubble surrounds the city and keeps air inside and water outside. It is protected against the dangers of the outside world as it is nearly five hundred feet underwater and only the water Elims can find it without effort. To get inside it requires that a person have the help of the Elims or be able to breathe underwater. The bubble shifts around a person and lets them through while pushing the water out. The streets are lined with rocks found in the ocean, and everything is made out of things that the Elims have found, ranging from shipwrecked ships to underwater plants and materials. They are also one of the most advanced races as far as building and technology goes. That being said, they do not share what they know with outside races. The bubble is kept in place by something that was created three generations before by a man who was declared mad. It is tiny and kept hidden so that no trouble comes to it.
